- ✔ The Guam Five-Year Action Plan is a living document that presents a comprehensive strategy to reduce latency and increase broadband access and affordability throughout the island. It was developed through months of discussions with community stakeholders, carriers, and telecommunication experts.
- ✔ This dynamic report, which addresses the crucial issues of free wireless internet, middle-mile infrastructure improvement, affordability, and the building of a Tier 4 Data Center to reduce latency for real-time applications, will serve as a roadmap for the upcoming years given the constantly changing nature of technology and connectivity needs.
- ✔ The Broadband, Equity, Access and Deployment (BEAD) program of the U.S. Department of Commerce granted Guam $156 million in June with the goal of reducing latency for real-time applications and enhancing the island's affordability and accessibility to dependable high-speed internet.
- ✔ The Office of Infrastructure Policy and Development (OIPD), which was created in April 2022 by Executive Order 2022-11 and is in charge of managing broadband funding as well as reporting expenditures and progress to the federal government, will be in charge of overseeing the $156 million award.
- ✔ To ensure the successful implementation of the BEAD initiatives, the Office of Infrastructure Policy and Development is still dedicated to forming partnerships with regional ISPs, neighborhood anchor institutions, the private sector, and regional community organizations.
- ✔ "This report underscores our commitment to ensuring universal internet access for all who call Guam home as well as to our valued visitors," Governor Lou Leon Guerrero stressed.

Looking for FCC
Although Guam has made great strides in obtaining financing for the adoption of high-speed internet through BEAD and Digital Equity, our work is far from over.
The FCC :
- In order to further the FCC Program (FCC), OIPD is actively seeking more resources.
- The FCC recently announced that OIPD would be receiving $383,000 in funding to improve the FCC's promotion.
- As of this writing in June 2023, there are only 1,324 FCC subscribers in Guam, despite outreach efforts by internet service providers to reach eligible residents. This is among the lowest numbers in the country and falls well short of the total number of eligible residents.
Our goal is to use these funds to make sure that households who qualify for this benefit are aware of their eligibility through their carriers.
